I emailed lowe’s to see what there coupon policy was and this is the email I received from there customer care.

Manufacturer coupons are accepted at all store locations. However, when using coupons on Lowes.com only Lowe’s-specific coupons are accepted on Lowes.com. To use Lowe s coupon online, enter the barcode found on printed coupon in Promotion Code field at check-out. Please be advised that not all printed coupons can be used on Lowes.com. If the coupon is a store or online specific coupon is will be stated on the coupon itself or on the envelope or postcard card it s sent on/in.
Lowe’s coupons are good for one-time use only. All coupons and/or promotional codes obtained from third-party websites unaffiliated with Lowe’s (e.g., retailmenot.com, couponcabin.com, ebay.com, etc.) are not valid. To receive Lowe s exclusive coupon, please visit http://www.lowes.com to sign up to receive promotions by mail or email. Printed coupons colored or black and white are accepted if they meet the guidelines mentioned in this email.
